On March 22, 2019, officers of the Chillicothe Police Department and Livingston County Sheriff's office began a drug investigation in the 300 block of Clay Street. Officers seized drug paraphernalia and evidence of drug distribution from a resident of the home and arrested a 30-year-old male on a parole warrant. Later that night, officers completed a lengthy drug investigation and obtained a Livingston County Search Warrant. Members of the Chillicothe Police Department, Livingston County Sheriff's office, and Missouri State Highway Patrol teamed up to serve a search warrant at 200 Conn St., Chillicothe, MO. Officers arrested three individuals for drug distribution and two individuals for drug possession, and seized approximately 40 g of methamphetamine and drug paraphernalia. Officers also worked with children's division to get a minor child out of the residence and away from this type of activity. These individuals were transported to the Daviess DeKalb County Jail and forming charged in the Livingston County Courts.

We would to thank citizens for reporting illegal or suspicious activity when they see it. We would also like to thank Livingston County Prosecutor Adam Warren and Livingston County Associate Judge Michael Leamer. We would also like to mention LCSO Deputy Zaki. He was an instrumental part of this investigation. Zaki was a tremendous help during the search warrant. I think he deserves an extra toy or bone this week. I also want to tell you how proud I am of a couple things. One, how officers worked as a team during this investigation and also how the different agencies worked as a team to be proactive and working together in making a better environment for our community.

Grant Money Makes Purchase of New Coats Possible - February 19, 2019 - During the month of February 2019, officers of the Chillicothe Police Department (CPD) were outfitted with new winter coats and search/duty gloves. These items were purchased with grant monies received from the 2019 Local Law Enforcement Block Grant. Of the $9,984.60 awarded through the grant, $5,874.46 was utilized for the purchase of the coats and gloves for all 18 members of the police department. The police department decided to purchase the Blauer Gore-Tex lined Cruiser coats due to their high heat retaining values and professional look. The police department patch was affixed to the left upper arm of the coat and an American Flag was affixed to the right upper arm. The Hexarmor search and duty gloves are made with super fabric which are cut and needle prick resistant. Sgt. Jeremy Stephens applied for and received this grant. Sgt. Stephens and Chief Maples shared the same vision on the professional but comfortable look they were hoping to achieve.

Prescription Drug Drop Box - January 16, 2019 - SPECIAL NEWS RELEASE - Last year, Edison Turner, a Life Scout with Troop 120, saw a large grocery bag full of outdated or unused medications and asked his father, Eric, what happened to the medication. It was during that conversation that Edison decided what his Eagle Scout project would be: acquiring a Prescription Drug Drop Box for Chillicothe. "I started to do some research on the internet and found out there wasn't one in our area," Turner said. "So then I talked to the city council, city administrator, police chief and fire department and pharmacies to see what I could do and where we could put one in Chillicothe," Turner said. "They all agreed it would be a great idea." In June, Turner began working with Police Chief Jon Maples to devise a plan for placing the Prescription Drug Drop Box in the police department.

"I was thrilled when Edison came to me with this project," Maples said. "Establishing a Prescription Drug Drop Box in Chillicothe was one of the things I wanted to do for the community. It turned into a great partnership." Chief Maples said until now the Cameron and Carrollton had the closest drop boxes. Any outdated or unused prescriptions, over the counter medications, pet medications, vitamins, prescription ointments and even prescription patches can be placed in the secure box, located within the lobby of the Chillicothe Police Department, located at 613 Walnut St. From there, this medication will be properly disposed of by our local law enforcement instead of being flushed into our waste water system or thrown in the trash.

No needles or other sharps, syringes, inhalers, aerosol cans, lotions, liquids or peroxide can be dropped off in the box. Maples said he is looking into a similar drop box for those items. The locked, secure, steel box was purchased with donations from businesses and individuals in the Chillicothe area. It can be accessed 24 hours a day seven days a week. As part of the project, Turner noted that area pharmacies now have cards that details what can and cannot be dropped off in the prescription drug drop box. The card also includes a map to the police department and a small identifying photo of the box. When one of the two detectives within the Chillicothe Police Department who have a key empty the box, the contents will then be incinerated.

"Everyone I talked to along the way was very supportive and all agreed this was a great idea and the community could really benefit from it," Turner said to the crowd of about 20 people who gathered at the Prescription Drug Drop Box unveiling on Monday, January 14, 2019.

Special News Release

On December 8, 2018, at approximately 1645 hours, Chillicothe Dispatch received a call from a citizen in reference to a reckless driver. The complainant advised that they were nearly struck by the vehicle, along with the same vehicle nearly striking a school bus and a vehicle head on, in the 1000 block of South Washington Street. Officers responded to the area but were unable to locate the vehicle in question. After some time, officers located the vehicle and attempted to stop the vehicle due to the danger to other motorists and pedestrians on the roadway. Before contact could be made, the driver drove off, failing to yield to emergency vehicles that were attempting to contact the driver. The driver made his way to U.S. 36 Highway westbound. Livingston County Deputies took over the pursuit of the vehicle near the Grand River bridge. Deputies and an officer followed the vehicle into Caldwell County, Missouri, where the driver struck the rear of another vehicle on the roadway, causing a traffic crash ending the pursuit. After the crash, the Missouri State Highway Patrol took over the crash investigation and is now leading the investigation as there is a concern the suspect at some point shot himself. A preliminary investigation reveals the subject was under the influence of alcohol and in possession of a firearm. Chief Maples met with the on-duty sergeant and officers involved. A preliminary administrative investigation shows that staff involved followed Chillicothe Police Department policy. Chief Maples also met with Livingston County Sheriff Steve Cox since both agencies were involved. Our thoughts and prayers are with the driver and passenger of the vehicle the suspect struck. November 16, 2018 SPECIAL PRESS RELEASE
The 2019 Local Law Enforcement Block Grant (LLEBG) has been awarded to the Chillicothe Police Department in the amount of $9, 984.60. This money was obtained from a competitive grant through the Missouri Department of Public Safety. Monies received from this grant will be used to purchase equipment related to officer safety. The grant was authored by Sgt. Jeremy Stephens. Chief Jon Maples is the grant's Project Director, and Mayor Reed Dupy is the Authorizing Official for the grant.

On Thursday, November 15, 2018, officers were advised by a citizen of a scam they had received through the mail. The citizen received a letter from a "bank". The letter states an account holder recently died and had the same last name as the citizen who received the letter. It further states for the citizen to contact the bank to retrieve the remaining funds in the account of the deceased account holder. The letter states for the citizen to contact the employee through a personal email account and not a work related email and the citizen and employee would then split the remaining substantial funds. This is a SCAM.

If you are unsure of the legitimacy of a document, then conduct some research or ask your local law enforcement for some guidance.

On 09/02/2018, officers attempted a traffic stop on a vehicle in the 300 block of South Washington Street. When the vehicle didn't stop in a business parking lot and continued west on South Street, then south on Graves Street, then back west on Olive Street before stopping for officers, they became suspicious. Officers made contact with a 39-year-old female and her 32-year-old male passenger and learned that the female actually had a suspended driver's license. Officers investigated further into the stop and became suspicious of possible drug activity at which time they requested a K9 respond to the scene.

Upon arrival of Brookfield Police Department K9 and its handler, the K9 alerted to the possible presence of narcotics. A search of the vehicle yielded evidence consistent with the sales of narcotics as well as drug paraphernalia and both individuals were arrested.

During the investigation, Chief, the Detective, and officers learned that the female hides narcotics on her body. Officers advised the female of the allegation to which she denied and refused to cooperate. Officers then applied for and were granted a Livingston County search warrant to retrieve the narcotics from the female's body. With a search warrant in hand, a search of the female (by a female officer) yielded a bag of crystal substance that is consistent with methamphetamine from the female's body. The male and female have since been charged with delivery of a controlled substance and possession of a controlled substance in Livingston County courts and are held at Daviess DeKalb Regional Jail. We would like to thank Livingston County Judge James Valbracht, Prosecutor Adam Warren, and the Brookfield Police Department for their K9 and Sergeant.

On August 29, 2018, officers of the Chillicothe Police Department began a drug investigation. Officers conducted a vehicle stop, and after further investigation, arrested a 52-year-old Chillicothe man for possession of a controlled substance. As part of this investigation, on August 30 2018, at 12:00 PM, officers of the Chillicothe Police Department served a Livingston County search warrant in the 300 block of West Business 36 in Chillicothe. As a result of the search warrant and subsequent investigation, officers arrested a 37-year-old woman, a 34-year-old woman, 36-year-old male, and a 37-year-old male all of Chillicothe. They have all since been charged in the Livingston County Associate Court. All are in custody at the Daviess/DeKalb County Regional Jail in lieu of bond. We would like to thank the Livingston County Associate Judge James Valbracht and Livingston County Prosecuting Attorney Adam Warren for their assistance. Results such as this come from hard work and dedication from your Chillicothe Police Department. We would also like to thank the citizens for reporting suspicious activity when they see it. Teamwork and a partnership with the community truly help make Chillicothe a safer place to live. I want to commend our officers for working hard and caring for their community. Their efforts do not go unrecognized by the members of our community as well as myself.

On May 22 at approximately 2130 hours, the Detective and officers of the Chillicothe Police Department were attempting to locate a wanted individual in the 100 block Herriford Street. Upon officers making contact with the occupants of the home, they were alerted to evidence of drug use. Officers secured the residence; and at the request of the homeowner, a Livingston County search warrant was applied for and granted. At approximately 2330 hours, officers of the Police Department and Deputies of the Livingston County Sheriff's Department (including K9 Zaki) executed that search warrant on the home. The search warrant yielded in the seizure of numerous pieces of drug paraphernalia, a substantial amount of methamphetamine, multiple firearms, and an abundance of ammunition. As a result, officers arrested 29-year-old Phillip D. Earley for two counts of delivery of a controlled substance and one count of possession of a controlled substance, 23-year-old Shannon M. Hamilton for one count of possession of a controlled substance, and 26-year-old Dalton G. Case for one count of possession of a controlled substance, and one count of unlawful use of a weapon while in possession of a controlled substance. The three individuals have been charged in Livingston County with Earley having a $25,000.00 cash only bond, Case having a $15,000 cash only bond, and Hamilton having a $5,000.00 cash only bond. Early the next morning, officers responded to the 1000 block of Elm Street in reference to drug activity. After further investigation, they arrested 38-year-old Shay Mace and 36-year-old Matthew Lee for drug possession and use as well. Both were later charged in the Livingston County Courts.

Officers of the Police Department were extremely busy the night of May 22 and morning of May 23. At one point, we had 6 people in custody at the police department.

The Chillicothe Police Department staff works hard to keep our amazing community free of drugs and illegal activity. We do not want our citizens to have to deal with issues such as this. I am proud of our staff and their continuous efforts in keeping our community safe.

This morning (May 8) the Chillicothe Police Department has been extremely busy. Chief, detective, and staff were called in because of a wanted individual investigation. While the detective was applying for a search warrant, officers were setting on the residence. The Chief responded to a trespassing call and arrested a 20-year-old female. She was later released pending a court appearance. Officers and the detective then responded to a domestic assault in the 200 block of Business Highway 36 where they arrested a male for domestic assault and a female on an active arrest warrant out of the State of Florida.

While there were two individuals in custody, officers met with Livingston County Deputy Mueller and K-9 Zaki. We were granted the Livingston County Search Warrant by the Judge and Prosecutor Adam Warren to search for the wanted individual. At approximately 0930 hours, officers of the Police Department along with Deputy Mueller and Zaki served the Livingston County search warrant in the 500 block of Mohawk Drive. Officers announced the search warrant several times without compliance. When the Deputy announced that the Livingston County K-9 Zaki was going to be released, the residents changed their minds and decided to comply with officer's requests. We arrested 29-year-old Thomas William Gamble on an active Livingston County arrest warrant and an active Carroll County arrest warrant. We also arrested two females for hindering the arrest of Mr. Gamble.

By 10:00 A.M. today (May 8) officers had arrested six people for various misdemeanor and felony charges. We do this to keep our community clean and safe.

Attempted Robbery Press Release
April 12, 2016

On April 13, Chillicothe Police officers responded to a theft in the 1000 block of Graves Street. While investigating the theft, officers broadened their investigation and were able to make an arrest on the attempted robbery that occurred on April 12 in the 1500 block of Bryan Street. Through hard work and dedication by the Chillicothe Police officers these dangerous individuals were apprehended.

As a result of this investigation, the individuals arrested for this serious crime are 40-year-old Christopher Campbell of Hale, Missouri, conspiracy to commit robbery, and 20-year-old William Burfield-Farley, also of Hale, Missouri attempted robbery.

We want the citizens of Chillicothe to know that the Chillicothe Police Department takes these incidents seriously and act swiftly when a member of our community is put in harm. We would like to thank all the citizens of Chillicothe, Wal-Mart Asset Protection, and the Livingston County Sheriff's Office for their assistance during this investigation.

On Tuesday, April 12, at approximately 4:16pm, Chillicothe Police officers responded to the 1500 block of Bryan Street in reference an attempted robbery. The suspect is described as a white male 30-32 years of age, bald headed, clean shaved, 6'2-6'3, approximately 200-210 lbs, wearing a black dress coat, black dress slacks, white latex gloves, black shoes. Chillicothe's SPIDER Team Assists Brookfield Police with Investigation
February 18, 2016

The Brookfield Police Department on Wednesday morning requested assistance of Chillicothe Police Department's Special Police Investigative Division and Emergency Response (SPIDER) team. The team assisted in serving a search warrant of a residence at 116 West North Street. Among items seized were 83 grams of methamphetamine, drug paraphernalia, three firearms (one of which was found to be stolen and another had the serial number altered/removed) and 904 rounds of ammunition. Thomas Holloway, 54, of Brookfield, and Todd Bowen, 45, of Brookfield, have each been charged with the following felonies: trafficking 2nd degree, keeping a public nuisance, unlawful possession of a weapon, receiving stolen property and unlawful use of a weapon. Bond for Holloway and Bowen was set at $25,000 each, cash only. Holloway and Bowen were taken to Chariton County Jail in lieu of posting bond. The SPIDER Team is comprised of multiple officers of the Chillicothe Police Department. The City of Chillicothe is isolated from other communities with tactical units and for that reason, the Chillicothe Police Department began its own tactical team in 1990 for the safety of the community's citizens, area residents, and other surrounding communities. The SPIDER team can and has been utilized by many area police agencies for assistance in any type of investigations and/or situations, including critical and life-threatening incidents.

VANDALISM
12/08/15

In reference to the vandalism/property damage press release on November 29, 2015. This investigation has been closed. On November 29, 2015, officers began an investigation of vandalism/property damage within the city limits of Chillicothe, Livingston County, Missouri. Officers took several reports in regard to houses, sheds, and vehicles having been spray painted with the words "Dragons" or a spray painted depiction of a monkey. The spray paint colors were blue, black, or silver in all areas. Over the past week, the Chillicothe Police Department teamed with the citizens of Chillicothe, the Livingston County Juvenile Officer Wes Seifert, and Chillicothe School Resource Officer Mike Lewis to solve this incident. This incident has caused thousands of dollars worth of damage throughout Chillicothe. Through the hard work of all involved agencies, we are glad to advise the citizens of Chillicothe that this case is now closed and three juveniles have been interviewed and turned over to the Livingston County Juvenile Office for further court proceedings. The Chillicothe Police Department is asking any citizen that received property damage because of this heinous crime to please contact us with the estimates for which it cost to repair or replace any damaged property. We want to again thank the citizens of this great town for your assistance in helping solve this crime. Without you, our job would be a lot harder.

We want to thank the citizens of Chillicothe for the tips, the area merchants, Livingston County Prosecuting Attorney Adam Warren, Livingston County Associate Judge James Valbracht, the Missouri State Highway Patrol, the Carrollton Police Department, and the hard work of the Chillicothe Police Officers.

On October 28, 2014, the Chillicothe Police Department conducted an operation that resulted in the arrest of several individuals on drug charges. These charges were as a result of a lengthy investigation conducted by your Chillicothe Police Officers.

The following subjects were arrested after Livingston County warrants were issued that stemmed from ongoing investigations:

• Michael Oleson - 2 counts for the Distribution of a controlled substance near a school. $100,000 cash bond.
• Brandy Davis - 1 count for the distribution of a controlled substance near a school. $25,000 cash bond.
• Tina Pittman - 2 counts for the distribution of a controlled substance near a school. $100,000 cash bond.
• Jerald Barrer - 1 count for the distribution of a controlled substance near a school. $50,000 cash bond.
• Jimmie Stoneburner - 2 counts for the distribution of a controlled substance near a school. $100,000 cash bond.
• Robin Bryson - 2 counts for the distribution of a controlled substance near a school. $100,000 cash bond.
• Ezra Sellers - 2 counts for the distribution of a controlled substance near a school. $100,000 cash bond. Sellers was also wanted for a parole warrant that carried no bond.
• Stanley Wade - 1 count for the distribution of a controlled substance near a school. $25,000 cash bond.

During the warrant arrests listed above, the following subjects were arrested after criminal activity was discovered by the arresting officers. At the time of this press release, these subjects were being held pending the filing of criminal charges:

• Tara Hall - Distribution for the distribution of a controlled substance near a school.
• Bill Hall - possession of a controlled substance with the intent to distribute.
• Lorraine Hatfield - possession of a controlled substance with the intent to distribute.
• Kirsten Lane - felony possession of a controlled substance.
• Gregory W. Atwood - felony possession of a controlled substance and felony possession of drug paraphernalia.

Livingston County warrants were issued for the following subjects as a result of the ongoing Police Department investigation; however, they were already incarcerated for unrelated cases at the time the warrants were issued:

• Phillip Molden - 2 counts for the distribution of a controlled substance near a school and 1 count of possession of a controlled substance with the intent to distribute. $150,000 cash bond.
• Alisha Frazier - 2 counts for the distribution of a controlled substance near a school. $100,000 cash bond.
• Travis Anderson - 2 counts of distribution of a controlled substance. $50,000 cash bond.
• Michelle Booth-Alterauge - 1 count for the distribution of a controlled substance near a school. $25,000 cash bond.

The following subjects are being sought and have active arrest warrants for the following charges:

• Monica Fainter - Livingston County warrant for distribution of a controlled substance. $50,000 cash bond.
• Jim Fainter - Livingston County warrant for distribution of a controlled substance. $50,000 cash bond.
• Vonda Calivere - Livingston County warrant for the distribution of a controlled substance near a school. $25,000 cash bond.
• Jesse Ingrahm - Livingston County warrant for the distribution of a controlled substance near a school. $25,000 cash bond.
• Jesse Johnson - Livingston County warrant for the distribution of a controlled substance near a school. $25,000 cash bond.
• Andrew Campbell - Livingston County warrant for the distribution of a controlled substance near a school. $25,000 cash bond.
• Joshua Phelps - Livingston County warrant for 3 counts of distribution of a controlled substance near a school. $100,000 cash bond.
• Fonnie Kale - Livingston County warrant for 2 counts of distribution of a controlled substance near a school. $75,000 cash bond.
• Brandi Glossser - Livingston County warrant for 3 counts of distribution of a controlled substance near a school. $50,000 cash bond.

On 10/28/2013, the Chillicothe Police Department concluded a 3-month undercover drug investigation that resulted in the arrest of multiple subjects that were distributing controlled substances in the City limits of Chillicothe Missouri.

Those people arrested were:

• April D. Owings of Trenton Missouri was arrested in Trenton Missouri according to the Livingston County warrant for 3 counts of distribution of a controlled substance near a school. These are Class A felony charges and this carried a Cash only Bond of $35,000.

• Stephanie L Rodriquez of Chillicothe Missouri. She was currently incarcerated in the Grundy County Jail in Trenton on separate charges. In accordance with the Livingston County warrant, she is charged with 1 count of distribution of a controlled substance near a school. This is a Class A felony. Bond was set at $25,000 cash only.

• Carson A Symmonds of Chillicothe Missouri. He was currently incarcerated in the Grundy County Jail in Trenton on separate charges. He was charged with 1 count of distribution of a controlled substance near a school. This is a class A felony. Bond was set at $25,000 cash.

• Patricia J Folsom of Chillicothe Missouri. She was arrested in Chillicothe on the Livingston County warrant and charged with 1 count of distribution of a controlled substance near a school. This is a class A felony and bond was set at $25,000 cash.

• Michael E, Oleson of Chillicothe Missouri. He was arrested in Chillicothe on the Livingston County warrant and charged with Distribution of a controlled substance near a school. This is a class A felony. Bond was set at $25,000 cash.

• Blaze M Hussey of Chillicothe was arrested in Chillicothe on the Livingston County warrant for Distribution of not more than 5 grams of marijuana. This is a class C felony and bond was set at $15,000 cash.

• Billie J. Gray of Chillicothe was arrested in Chillicothe for Distribution of a controlled substance near a school. This is a class A felony and bond was set at $25,000 cash.

• Kevin D Gray of Chillicothe was arrested in Chillicothe for Distribution of a controlled substance near a school. This is a class A felony and bond was set at $25,000 cash. 

• Desmond D Huff of Chillicothe Desmond Huff was arrested 10/29/2013 at 09:30am for Distribution of a controlled substance near a school. This is a class A felony and bond is set at $25,000 cash.

There is one other person still being sought on warrants as a result of this investigation. Brent A Slaughter formerly of Chillicothe has a warrant for his arrest for Distribution of a controlled substance near a school. This is a Class A felony and bond is set at $25,000 cash. Anyone with information of his location is asked to contact the Chillicothe Police Department. 

There were also two other persons who were arrested earlier in the past months as a result of this undercover drug operation. They were...

Leon Smith of Chillicothe was arrested on 10/22/2013 at 1553 hours by Chillicothe Police following obtaining a search warrant to retrieve stolen property from Smith's residence. At that time, he was also arrested on a warrant for Distribution of a controlled substance. The warrant carried a $25,000 cash only bond.

Abby Cooley was arrested in August for Distribution of a controlled substance.

Drugs purchased during this undercover investigation were Methamphetamine, prescription pills and marijuana.
